Mage citizens apparently don't hear the Emperor speak over the EMPEROR sect channel. They probably should!

It's a bit strange, but Emperors have some choices.

They *could* talk on the Emperor channel --> people in sects hear them.
They *could* talk on the CB channel --> everyone hears them.

I'm fine with them having the choice.
