Is it intentional or a bug that catnip doesn't provide an affect to shapeshifter felines when eaten?

I'm going to contend that while a shapeshifter's form is feline, their brain isn't and thus catnip wouldn't have an affect.

Plus, it's not really possible to make catnip work on feline forms without it being very abusable or behaving in a way that I imagine people wouldn't like.
