With regards to that specific location, I don't have strong feelings either way. If I remember right, another coder did a pass of difficulty rating when the new system went live so I'm going to leave it. If someone else feels like making an adjustment, cool.
Edit: Valg is nicer than me and has decided to rate that wand up a little. It should be better going forward.
To your second point, the odds of getting the same spot two out of three rolls is unlikely, but possible.
