When I first unlocked brawling (before I took my second spec of hand-to-hand) I practiced it to 75%. It has never gone up. Bug?

Nope, but I do use hand-to-hand and am just shy of 140 hours. I believe I played a felar spear spec recently who got improvements while dual wielding claws, that is what prompted me to think something was wrong. Once he got brawling, he never used kick/knee/elbow and he mastered it within a few levels.
Just wondering if something was wrong. I appreciate the quick reply.

To the best of my recollection and 2-minute research, it's possible but extremely hard to improve the skill just hitting stuff with your hands.

I took another look at this and noticed something I missed before. It should improve at a less glacial pace NCR.
