If you don't have enough skills to even trigger the chance you won't see any of the echoes. So long, and thanks for all the fish!

Sorry, reading my own post, I was probably unclear.
1) I'd previously been getting skill improvements on level-up. I assume this covers "If you don't have enough skills" part.
2) I thought if say, my % of possible skills was too low to get skill gains, I never got ANY echoes, so why was I getting the echo of what I was focusing my skill learn on still?
Mostly, I'd expected if I wasn't going to get a skill improvement, I'd never gotten an echo saying what I was focusing my skill learn on. Similarly, if I got an echo saying what I was focusing my skill learn on, I ALSO got a skill improvement.

Correct.

Because you lost to the RNG. You had a chance to learn a skill. The loop to find you a skill failed to find one before it hit the limit. You don't get a skill improvement.

That is not always the case. So long, and thanks for all the fish!
