It is possible to bypass the 80% cap on defensive skills (well, with parry at least) before you've reached rank 15 through the 1%/2%/3% skillbonus you can get through leveling up. Wasn't sure if this is intentional or not.
Don't know if the same holds true for Dodge and Shield Block however.
