#18283, "Water breathing and Water forms"


          

when you have the "water breathing" spell up, and you shift into any non-water form, it remains an affect (so when you revert, you're still breathing water).

Water forms are an exception to this. If you have "water breathing" up, then shift and revert.. you no longer breathe water.

This seems unintentional, because I can't imagine why it'd be designed that way when you MUST be in water to revert, in most cases.

It has to do with how affects work and specifically how certain flags are set for water forms.
