#17127, "Movement Costs in Water"


          

I havent had a water shifter since before the changes but I could have sworn that movement in the water was less expensive for water forms than being out of form. Yet it is exactly 8mvs per for both in forms and out. Excluding propel, is this by design or a bug?

It was an oversight when I removed specific movement cost/lag from all forms. Water forms should have a cheaper cost in water (and they will NCR)
