Not sure what happened here, but I completed Gorhn's quest at level 30, and ranked to level 31 from it. It seems I both completed and failed the quest.
I got the reward and exp just fine, so it didn't cost me anything, but I do have to entries in my quest log now.
Gorhn the dragon hunter tells you 'Well done. Here is your reward.'
