#16270, "Healing Curse not working as advertised."

Typically I'd expect when HC lands it should strip lifesurge and then prevent it from being communed on the target again (because spamming the target with the lifesurge echo would make zero sense if it's not working)

Instead it's still working.

From log board:

(100%)1031/1024hp 67%m 61%mv 29300tnl (8 PM) (civilized outdoor tipsy)
You yell 'Die, Ithe, you sorcerous dog!'
You feel cut off from the healing sources.
Ithe's healing curse grazes you.
Ithe has a few scratches.

Gzurweeg utters the words, 'uqzbarr'.
Mystic frost manifests itself at Gzurweeg's hands before he sends it forth in a frigid explosion of snow and ice.
Gzurweeg's iceball scratches someone.
You yell 'Die, Gzurweeg, you sorcerous dog!'
Gzurweeg's iceball EVISCERATES you!
Ithe has a few scratches.

You feel your wounds healing with remarkable alacrity as life surges within you!
Ithe has a few scratches.

(97%)1001/1024hp 67%m 51%mv 29300tnl (8 PM) (civilized outdoor tipsy) sing apocalyptic overture

Tarleton sings 'Cold blows the wind from east to west
The drift is driving merr'ly;
Say loud and shrill I hear the blast
I'm sure it's winter fairly.'
Tarleton's reverberating blast grazes someone.
Tarleton's reverberating blast MASSACRES you!
You yell 'Help! Tarleton attacked me!'
Ithe has a few scratches.
