The imp familiar's curse is meant to work regardless of PK range. However, I've taken another look at it and made it a little less good on out-of-range enemies.
FYI, you'll also encounter a handful of other indirectly dangerous things that can happen from out of range. I can think of several cabal powers as examples, faerie fog and its variants, and more subtle cases like pumping heals or beneficial spells into the person you're fighting. Probably, you should think of out of range as more like 'this person can't directly stomp me' than 'this person can do nothing that might cause me harm.'
