Now I'm not sure if this is supposed to be comparable to the Paladin Edge for Fire and Brimstone to immolate, but I haven't had fire seeds trigger the immolation deal once, and I use it pretty much all the time.

Are they just not comparable as to the ratio it fires or is it not supposed to work that way?

It's working the way it is supposed to and is more like the big hit on drum, than any paladin edges.
