What ive come down to is that you enliven greater gills and from that point on you can shift from major form to minor in the water. You cannot shift first into minor and go in water. It has to be shape from major to minor. But when I do that I can no longer walk around. You cannot move in any direction because you are are drowning. And you will die to lack of water breathing as well. It appears when you shapeshifter from major to minor is cancels your water breathing. Because i've put it up, shifted to major so I can shape to minor to go in water and then gills replaces water breathing.
