#12095, "Nexun "Call Gauge" Power."


          

I'm unsure this is a bug....But I find it horribly strange.
I've had it since at least rank twenty, and it hasn't improved ONCE.
Using it constantly, and always failing at it while never improving can be quite frustrating, is it only supposed to gain in skill per chance on ranking?
