GROUPMATE is incapacitated and will slowly die, if not aided. A boy is convulsing on the ground.
100% 100% 98% 5919(7.52%) 9 PM > rescue GROUPMATE That person is not fighting right now. A boy is convulsing on the ground.
And they die next round to the boy killing them. Shouldn't I be able to have the chance to rescue or step in?

Nope. Once you've gone under...you are no longer in combat, and nobody but a healer can rescue you by bringing you back above 0 hp. So long, and thanks for all the fish!

I don't think he's looking to heal the downed guy, just use rescue normally to stop the mob from getting any more hits in. Maybe that's what you mean, but it sounded like there may have been sme miscommunication there.
