He offers it when I am level seven. I got most of the things but when I got to Evermoon, it turns out the armorer won't sell me the shield because I'm too low level.
Should the quest then be given out when it's impossible to complete at the level it's given? Maybe Margoesh shouldn't ask for help until the character is high enough level.
