#10217, "no echo for plague when plagued person dispelled"

Plague doesn't generate an echo in the failure/success list that a shaman sees when he dispels.

Plague a mob, then throw on some other undispellable things like illuminate, curse of damnation. Then dispel. Illuminate, curse and damnation all generate "unaffected" failure messages, but plague is ignored completely.

For consistency's sake, it seems like either plague should be included in the list (as a failure) or else undispellable affects shouldn't generate an echo at all.

Removing the echos for undispellable affects would certainly cut down on the spam (which would be nice- you try digesting 12 lines of success/failure in the middle of combat), but it would also lessen the amount of information dispel provides.

That's correct -- whether its original source is spell, commune, cabal power, skill, or contagion, once it's on someone plague is a physical affect. Ditto poison in most cases if I'm not misremembering.
