I always thought this was by design until I read this line out of the helpfile : "This is
an offensive spell which can only be used in locations where you can
also camouflage. "
As long as I can remember you've always been able to entangle in spots like eastern road, north road, and other road-like non-wilderness rooms. However, you cannot camouflage there.
