I don't know if this is a bug, but I'll ask:

In galadon, fire doesn't go into shops, as far as I know.
I believe guilds are also safe from fire.

In Udgaard, this does not appear to be the case. At least, the ap guild can be on fire.

Shouldn't Udgaard guilds be protected from fire like Galadon guilds are?

I made the mistake of assuming it would be, landed a sleep on my victim, and then my victim woke up because of the fire and walked out on me. Without even saying goodbye! I tell you, the youth today!

I was sung to sleep in a burning room recently by a Bard, however the damage done to me by the surrounding flames wasn't waking me up. Considering what is being said above, was this overlooked while coding the sleep song of Bards, or is it by design after all?

Didn't keep a log of it happening, I'm afraid.
