I think of sigil of pain as being some sort of mark drawn roughly on a victim to let the dark gods soften them towards harm. I could be wrong of course.

I notice in a few logs that it can be done 'in combat' and that just doesn't seem likely as I am sure there must be some intricasy to the creation of the sigil of pain on someone and should not be able to be done in combat.

I think it would make more sense to make it an initiate only power unless I am totally wrong about what sigil actually is.
