Someone who may know better can correct me:

I thought that Tribunal guards, for instance, were given a limitation to carry even less items than before. I'm not sure what the exact number of items is, but I know that Tribunal guards can't get everything from a corpse anymore, because they can't hold it all.

Maybe allow zombies to carry less in general. And the more zombies you have, the less they could carry?

I'd lower the amount to 2 items per zombie.
