Similar to Amaranthe's global quest but different -

Divide players into 3 time zones, day, evening, and off-peak hours.

Further distribute those evenly across all cabals based on an appropriate number. 4 for battle, 2 for scarab, 1 or 2 for scion, 3 or 4 uncaballed, etc.

Soft cap the levels that can be gained per week. Maybe 10 per week with a bit of wiggle room for exploring and raiding.

Add loosely intertwined roles. Maybe three brothers, one battle, one nexus, one something else. Etc.

See what happens with evenly distributed cabal wars.
