It would surely be useful, but doesn't make much sense. I can randomly evade one type of aggressive enemy, but not others?

Same deal for the "orderly gets bonus against criminals" edges ORB suggested. Orderly != "Lawful". I've always thought orderly meant methodical, organized, governed by some set of internal rules. There's nothing to say an orderly person couldn't be one of the worst criminals ever.
