Is it 'No, I won't empower you... yet?' Don't switch imms and keep at it.

Is it 'No, I won't empower you, because your character/RP doesn't fit my religion?' If you like the character, pick a more appropriate empowering agent and keep at it.

Is it 'No, I won't empower you, because you're the worst roleplayer I've ever seen and I'm tired of watching you send OOC taunting tells every time you die?' Then yes, probably delete. Possibly create a new character and immediately delete it also for good measure.
