I tought the effect of pepper dust was to blind and do some continuous damages to the opponent but after I pepperdust (X clutches his eyes and howls!) a mob, I was able to blind it with the basic kick dirt...

Is it possible to have a clarification?
-Does pepper always blind?
-If not, will the mud send a line like when it does with bag of tricks (ie: X is blinded by pepper dust!)?
- And finaly, is true that pepper does some kind of continous damage?
