I generally haven't found the last statement to be true in practice, even when using a good epic instrument. I'll certainly acknowledge you should know better than I do about it but the evil RNG convinced me it wasn't worth the hassle. Plus all the healing songs worked much less effectively. You can get strong nocturnes with comedic but they are much less frequent than I've seen produced by other (i.e. tragic) bards.

For the new bard, the value for comedic is it's solid survivability. You can be darned hard to kill, which in turn means you can win fights that others stay in too long -- I've survived alone against very strong groups and against foes that should've been able to kill me on paper because of comedic. On the other hand, Hanord had over 200 pks with tragic.
