This probably isn't everything, but I ran through the source files and pulled out the bigger stuff I noticed.

Code changes 2008

General Changes
Members command
Allowing you to dual wield fists (mainhand = weapon, offhand = fists OR mainhand = fists, offhand = weapon)
Removed the Dragon Tower, replaced with Ruins & spread out the Dragon Lairs
Replaced Arkham with a newer updated version
Adding Yean, Enlilths, & Neltouda's religions
Allowing players to help out on the newbie channel, players opt in during character creation
Tweaked the opium pipe, using it too much could have drastic consequences
Limiting roles to 3000 characters
Making it so you can see the druation of all bleeding affects
Allowing thief, ranger, bard, assassin, anti-paladin, paladin a small chance to learn the weapon skill of the victim they are currently fighting
Making poisonous bite weapons a bit harder to poison with
Automated cabalwars & mortal leaders post to the CF Forums
Rage deletes are now 3 days instead of 7
Doubled movement regen for characters under level 11
You can no longer destroy corpses, but you can mangle them

Class Specific Changes
Shapeshifter: Air form revamp is completed
Shapeshifter: Added bite to giant toad, hare
Shapeshifter: Increased damage output of top tier utility forms
Shapeshifter: Making 2nd, 3rd, 4th attack show in the skill list
Shapeshifter: Increased evasion dodge for diamondback
Shapeshifter: Added gore to pachyderm, bumped up the damage reduction a bit
Shapeshifter: Increased damage on trapdoor spider, bite has a better chance to poison, carapace more effective
Shapeshifter: Water form revamp is completed
Shapeshifter: Making 100% in a form show up as Confident
Shapeshifter: Shapeshifter trauma damage based on how down your stats are
Shapeshifter: Scaling the mana cost for shifters in form based on form skill
Ranger: Allowing symbiosis to be cast during combat
Ranger: Ranger edges completed
Ranger: Home terrain shows up in all caps in the prompt
Ranger: Fixing how aerial shot finds victims in the overarea
Thief: Theif edges completed
Thief: Added voting for all thief guild positions that can be initiated by mortals
Thief: Touched up backstab with critical hits & failures
Necromancer: Adding additional affect messages for phylactery affects wearing off
Conjurer: Allowing familars that are immune to sleep to use the sleep command
Conjurer: Making conjure archon, demon, devil actually tell you what type of creature you summoned
Conjurer: Allowing conjurer's familiars to emote based on imm-earned experience
Warrior: Fixing drive so that the entwiner can actually drive the entwinee
Druid: Updated the "You failed" echoes for forest haven
Druid: Making birdform/bearform always use the herb with the lowest duration
Druid: Added infravision to liveoak & call of the wild
Warrior: Reduced bleeding affects on dagger specs by 1 tick

Cabal Specific Changes
Empire: Healing curse does a small amount of damage now
Battle: Villagers get some read on the veil when calling truesight
Battle: Allowing assassins to call truesight even if they have heighted awareness up and it will give them detect magic
Nexus: Higher level Nexus get some read on where cabal items are downed when calling gauge balance
