An evil Tribunal killed a person declared (WANTED) by a member of his cabal. Innocent or not, he's well within his role to do that, especially given the number of people who write "But... But.... I'm innocent!" notes to Tribunal, most of which are tripe. If that stopped Tribunals from going after criminals.... well, they'd have a lot of notes.
