Yeah, it is, and I think that makes perfect sense. If one person's house is damaged by flooding, it's "better luck next time" If a thousand people have their houses damaged by flooding then charities step in and federal disaster relief money is spent. What's so strange about the idea that a widespread problem might warrant more attention and assistance than an individual problem?
Furthermore, I'm pretty sure there have been cases in the past where the normal "tough luck" policy has been bent because a bunch of people all got screwed at once. But I'm sure that was all a conspiracy to make an for an imm too, right?
