Oh, so the Provost never is off-duty? You can flag someone from inside the Fortress for example, or do you have to return to the city to do so?

I've never been Provost obviously.

But, I will add this from the Spire....

1. "The Provost defers to the Justiciar orVindicator only in their areas of specialty, namely investigation and the hunting of criminals. In all other matters, the Justiciar and Vindicator follow the rule of the Provost like all other Tribunal."

2. "When outside of a protected city, a Vindicator may only have their guards with them while on Tribunal business."

3. "As it will often be unclear to others whether a Vindicator is on or off-duty, it is NEVER illegal to attack a Vindicator outside of the protected cities or the Spire, whether they have their guards with them or not."

So, why would it be OK to attack the Vindicator when he hunts/fights a criminal outside the city but not the Provost, when the Vindicator is not only the primary person to hunt criminals, but has authority over the Provost when it comes to hunting criminals?
