Aiding only can be done at specific times. And here is something brilliant you may not have thought. Gee, if I do not aid a criminal, I am not committing crime.

You are more trying to justify doing whatever you want with a criminal outside of a protected city knowing you shouldnt in fact be aiding them without risk of a warrant, and using laws that do not apply with said aiding a criminal as a foundation to argue.
