What you're saying is that you can't flag for murder when you're off-duty, but can flag for assisting. I will refer again to what "off-duty" means.

And if the helpfiles/books are not clear enough, then they should be changed. Law 3 should be changed to show clearly that it's only enforced within protected cities. It makes more sense and fits in better with Tribunal and the laws in general.

One could argue that laws that create conflict are better for the game, but my opinion is they are not. This basically gives Tribs the power to arbitrarily decide to flag any people for such things as defending their cabal or ranking with a criminal.

Besides, you can only define "assisting" very broadly. I could name enough situations where my actions would indirectly help a criminal, but were done for completely unrelated reasons. It's usually not a problem if limited to the city, but if the law is enforced abroad it creates a lot of weird conundrums.
