In the end, Ramalleh truely did want to be a Tribunal. He adhered to the laws
and even refused to fight citizen of the protected cities. However, now that
his heart was set, and he even made enemies with the Outlanders by retrieving
the scales, he has not seen the mortal leader of the Spire in many years.
With his convictions firm and his power to the point that he felt he could
contribute to the slaying of criminals, Ramalleh decided to seek harder and
appeal to the Immortal Lords of the Spire. Patience is a virtue, and if that
fails, he will simply continue to wait for his day to join.
