As I recall, the vote was called and the Emperor logged in at some point, I dont know what was said but Boart was anathemed for seeming complacent in the coup. On his rise to Emperor, Boart was going for warmaster, for what ever reason that didnt come to pass and he was named Political Casualty. Poor guy was just in the wrong place at the wrong time.
