You are correct - Outlander is not Sylvan II, although obviously, the new cabal fills the same niche in many ways, and has some similarities and common ground. I am just saying that in spite of these similarities, I would encourage players to just wipe the slate clean in their mind and "relearn" the cabal concept from scratch, and conclude the similarities and differences as you go along.
