1) I'm with Zulgh. It's a poor use of manpower to inject opinion into the matter anyway. Currently, the system is nice and objective, and nicely cuts off cries of "Favoritism!" that would appear otherwise.

2) The role command can be used for this.

3) You can use ellipses just fine. You cannot, however, use the special non-ASCII character that Microsoft Word will autocorrect three consecutive periods into. Turn off that "bonus feature" of autocorrect, or just manually delete it and insert three ACSII periods.
