I agree. Also, there are skills that you can rarely use in leveling, like offhand, retreat, dent, etc, and there are skills that are extremely unlikely to ever get to 100% during the normal course of playing 400 hours, like concealed on a low dex race (i.e. my gnome without Harvest learned something like 7% in over 300 hours of playing using daggers). That is kinda why I suggested using the character hours in the formula. If you start getting in the hundreds of hours, it would be nice if it became dramatically easier to learn your skills. Unless you want to keep poor gnomes from getting 100% in concealed.

Then again, maybe concealed will go up quicker under this new system.
