I've said something similiar to that. As I don't know anyone else to have said anything similiar, I'll assume (perhaps wrongly) you're talking about what I said.
It was "Both sides are playing their characters at a level where there is minimial opposition. You didn't have to powerrank to hero." It was said to someone who claimed to have seen a large group of evils around the 30-40 range and then he said "So I roll up a goodie (expecting some huge odds), powerrank to hero, and notice none of them are able to rank." Then goes on to bitch and complain about the evils not being hero.
During my playing time, there are a disproportionate number of evils in the 30-41 range, and there are a disproportionate number of goods at Hero. I was trying to point out that it was his own fault for leveling too fast if he only rolled up the character to fight the disproportionate group of evils. Basically, like you, I wanted him to quit whining about it.

Only if you solely look at player characters as your enemy. Who is to say that Kteng isn't pumping out evilness that may threaten the Heroes?

I agree. I enjoy it because it allows me to play the underdog in a variety of cabals. I tend to delete characters when friends and allies outnumber enemies 5 to 1. It is horribly boring for me. Then again, I rarely Hero with full con.
