The best advice I can give is try to explore areas at the lower end of the level range listed in the area list.

Other than that: Don't worry too much about explore Xp? When gathering edge points > playing a fun/interesting character, you're getting hung up on things which should be secondary to the primary focus of CF (ie: having fun.)
