It's been brought up repeatedly brought up, and repeatedly turned down. No level based gear is one thing the Imms have intentionally decided. I suppose there's only so many times you feel like rehashing the same comment, even if it's a new question to everyone who asks.

Ultimately, level-based gear vs. no level-based gear each has ups and downsides. Imms prefer no level-based gear for the feel of the game.
