They do. This is sort of like saying: Why have stoneskin in the game, my character still takes damage?
Anyway, I bet if y'all took a guess at how much level overpowers save affects/gear, you'd far overestimate the importance of level. It meant an enormous amount before Cador and I overhauled saving throws in 1997 or so, now it's not as big a deal.
