Village tribute

As it seems that the villager Varaez has decided to offer Worthag tribute, and that the cow is now buried for
good, then Worthag currently does not have a need to burn the other village down. However, if one of them should cross the line
then Worthag will offer them no quarter.

It seems lately that the Outlanders and Imperial priests are the ones that Worthag will need to focus on removing. However,
Worthag right now is focusing on becoming Chief before making any war declarations, and as like any orc is trying to
play all the angles to achive what he wants.
