As far as I know, all of the thief guild chests can be relocked, or at least have
been historically, yet when I try to lock this one, I get an echo that it cannot be
locked.


Meeting Chambers
Five rugged beams support this tall, cylindrical room. The panels
between the beams are made of black steel forged deep underground.
Five torches have been carefully set in each beam to provide light
to this room during the night. Five colored chairs and pillows make
this room no less plush than the others, though the coloring is dark
and ominous. A circular table sits in the center of the room waiting
for the guild leaders to convene with the other elite members of the
guild to discuss guild matters. Against one wall, you see a large
gilded chest securely bolted to the floor. A wooden stairway leads up.

Securely strapped to the floor, a large gilded chest rests here. What light
there is in the room reflects off the lid. A large lock is attached to the
chest to securely lock it to prevent theft.
When you look inside, you see it is fairly empty.
