Santa Zulg,

I was wondering if shapeshifters could get a 2nd highest tier form at level 51 in their primary focus.
(That would be 42-44, and 51 they are getting their primary forms in).
I think it would make playing a shapeshifter much more interesting and fun (for me).
However, I realize this might be OP for defensive forms in general and would probably require tweeking.
Just throwing it out there.
