Could second attack for shifters be moved lower in level so that it is useful for lower level forms with it? Say somewhere around 14-16. I do not think it would effect much but it could be a slight improvement to some low level forms with it.

It actually doesn't come into play at all with forms. You just happen to be able to improve the skill while in a form that has at least two attacks.
