I'm not sure yet what is available at every cabal, so I don't have much concept of the balance, here. But when Illanthos brought it up IC there was some agreement that his wares could use improving.

With that in mind - can we have cheap but somehow slightly flawed versions of flight and/or teleport potions at the Fort's merchant?
