I can't count the times I've wanted to set fire to a city or the woods as an Orc or a rager. And been completely unable

I'm fine with a rare item or an item that costs mana and lags or something.

They just happen to be magical (e.g. fireball) and you won't get to do that as a rager.

You could always join Outlander as an evil and ignite to your hearts content. Really, I'm fine leaving that as a cabal power, and certain classes also have the ability. Not everyone needs to burn the place down.
