I added in reminders about the 'skill learn' command.

For when you don't have it set...
You raise a level!! Your gain is: 13/498 hp, 9/464 m, 10/582 mv 2/64 prac.
You are not focusing your skill learning! See HELP SKILL LEARN
You have learned 1% of your hide ability.

And for when you do have it set...
You raise a level!! Your gain is: 13/168 hp, 9/247 m, 10/230 mv 2/26 prac.
You are focusing your skill learning on chant of resilience.
You have learned 2% of your chant of resilience song.

You raise a level!! Your gain is: 10/178 hp, 12/259 m, 10/240 mv 2/28 prac.
You are focusing your skill learning on chant of resilience.
You have learned 3% of your sword ability.

I love the change however since this went into affect I have now ranked 18 times and had 2 skill learns from imm xp and have not had my skill learn trigger once. The skill learns I was using were bash and fourth attack. I know the RNG plays a factor and its possible to see this pattern even with it broke but if the real rate is something like 25% the chance of me seeing this pattern naturally is only 0.317%

Looks like bad RNG for you. Literally the change was adding an echo based on whether or not you have skill learn set. I advanced a character from 1 to 51 and hit my skill quite a bit.
