1) Change the prompt for Civilization so that it capitalizes CIVILIZATION when the player is in a "protected" zone. Useful for both Newbies and Vets as everyone has been confused occasionally by certain areas being "protected" that really don't make since. (Protected being patrolled by the Tribunal).

2) Allow Good PC's to request from neutral PC's with the following stipulation. The NPC must be equal or lower level then the PC, and will add time to how long it takes for the prayer period to be over. This will help goodies with roles and exploration, while it will not really be a big help for gathering gear. (IE: Most mobs that are neutral and the players level can easily be requested off a higher level good mob for better gear).

I've changed it so when you are in Tribunal protected rooms it will show up as PROTECTED.
