What is it that causes the differences between how close race/class combinations can roll to their trainable max? For example, human assassins can't get remotely close, but a human mage or felar assassin can get very close.

I'd think it's one of the unsung benefits of being a high-penalty race, except that elven paladins don't get close, but storm giant paladins do. Maybe it's just another subtle balancing factor that doesn't have any particular logic beyond tweaking the power of certain races/classes. Or maybe I'm hallucinating the whole thing.
